To me it's easy.
- Lowsec used to be worth it - Things changed, now it's not worth it
What changed? What can be fixed? What has to be patched on top of the changes?
Nothing was necessary back when it was worth it in the way of nerfing pirates or making things "easier". Players did that for themselves. Why should it be necessary now?
It all comes down to relative balance between high-low-no sec space. It's been screwed up. That's ALL that needs to change. The balance needs to be restored.
Whether that entails nerfing highsec, boosting lowsec, or tweeking things globally is hard to say. Many different things have changed over the past couple years. Look backwards to find your way forward in my opinion.
The rest will work itself out. Players will brave the risks if it's worth it. That's proven. The people that say you can't boost lowsec enough to get people to go there are trying to apply their perspective to everyone else. And the past proves them wrong right out of the gate. /shrug

If they were to move lvl 4s to low sec, they better increase the reward by a huge amount, otherwise it just won't be worth taking your pve fit Bs, with a group of friends large enough to thwart a pirate attack worth while. I mean, the reward better allow you replace a lost BS in one mission, because that is the only way you are going to attract people to the lolsec mission hubs to run these missions.
Scanning went from being a player skill to simply a trainable skill that any jackhole could do. There's the one change that reduced the lowsec mission runners dramatically. Maybe that's all that needs to be tweeked. Like perhaps making drone microwarp drives not light them up like a christmas tree.
Whatever. It all comes down to CCP's method of implementing big changes and then taking a very careful hand in tweeking things. Throw in the drone regions (huge change) and watch the mineral market go crazy for a year before we modify it slightly (now we have to be careful?).
Accomodating 0.0 sec POS bashing whines has fallout that falls on the heads of small time corps in lowsec trying to make a living. Suddenly it's worth it to knock over smaller sand castles and/or hold them for ransom. That or part them out. Win win for the aggressors. Lose lose for smaller corps.
Mineral market combined with insurance makes for a situation where ships become more and more throw away purchases. Invention lowers the cost of equiping those ships. Overall cost of living is reduced for the "I want to pvp 23/7" crowd. Suddenly there's a huge spike in suicide ganking. Hmm... But a more subtle change is that the difference between making a buck in highsec compare to lowsec isn't enough to warrant the risks. Things are cheap. The isk is flowing well enough in highsec. Why bother with lowsec?
So what do they change? They nerf highsec suicide ganking. The symptom, not the actual problem. But fixing the actual problem means making things expensive again for the "I want to pvp 23/7" crowd.
The problem with lowsec is all the stuff they've added in the past two years throwing off the whole game balance. People are now riding that high and taking it away will make alot of them cry.
Look homeward, angel. There's no going home again. Wave bye bye to 2005. We'll never see it again because people get used to "easier" and cry like skinned knee *****es if you try and set things back.
The problem with lowsec is YOU, Eve-O General reader. You aren't interested in a challenging game. You want your playstyle - 0.0 pvp with highsec mission grinding to support it - supported and to hell with whatever else is out there. Make fun of the pirates. Call them gankbears. Make stupid suggestions to nerf them more.
The real question should be, "What are you willing to sacrifice to restore game balance"?
I'm sure the mature eve-o readers will line up by the thousands to answer that one.
